About the 2007 Federal Bar Program©

The Tax Law Institute's Federal Bar Program was developed by Michael Stuart as a federal tax tutorial to help public accountants and enrolled agents, with no legal background, become confident in their ability to pass the U.S. Tax Court Non-Attorney's Examination - administered once every two years at the United States Tax Court, Washington D.C. The tutorials emphasize the rules and procedures of the U.S. Tax Court, legal ethics, federal rules of evidence and federal tax laws and regulations. The program is also ideal for persons with absolutely no tax experience who wish to train for a new career as a United States Tax Court Practitioner.
Mr. Stuart is a former California federal tax law and federal civil procedure professor who now coaches individuals toward admission to the United States Tax Court Bar. He taught Evidence, Professional Responsibility (Legal Ethics), and Rules and Procedures of the U.S. Tax Court. He holds a doctorate and bachelors of jurisprudence, cum laude, from British-American University School of Law, a master's degree in public administration (financial management and accounting) from Harvard University's John F. Kennedy School of Government, and is an alumnus of Yale's School of Architecture and Fordham College.
Mr. Stuart is a past member of the White House Domestic Policy Advisory Committee, Executive Office of the President, where he prepared presidential position papers to support tax programs proposed to the U.S. Congress by George Bush. He was also a transitional adviser to former New York City mayor-elect Rudy Giuliani and a member of the Bureau of Special Services, NYPD.
Mr. Stuart is an elected Fellow (Tax Compliance & Anti-Money Laundering), Royal Society of Fellows. His current research interests lie in forensic tax analysis. At the Tax Law Institute, he investigates and writes about interpretations and applications of complex revenue rulings, tax legislation, and U.S. Tax Court decisions, orders and appeals affecting individuals, partnerships, corporations, estates, and trusts. He is engaged strictly as an academic researcher and educator, and therefore does not serve, assist or advise persons or entities in tax-related matters.)
The TLI Federal Bar electronic tutorial program identifies and collects in one place the various materials a non-lawyer needs to pass the 2008 U.S. Tax Court Non-Attorney's Examination and also serves to show non-attorneys who are admitted to practice how to represent clients responsibly and litigate effectively before the U.S. Tax Court. It is also an appropriate program for state bar and CPA exam candidates who anticipate tax practice. The TLIĀ© electronic tax program includes basic tutorials in individual, partnership and corporate taxation as well as tutorials in tax accounting, legal writing, and tax court litigation and trial advocacy. It also covers the treatment of tax evasion, fraud and money laundering, including civil and criminal penalties and sentencing statutes. Many tax professionals consider the TLI© electronic tax tutorials to be the foremost comprehensive remote U.S. Tax Court program in the United States.
