The Certification in Tax Laws Program is open to Enrolled Agents, CPAs, Pre-Trial Tax Litigation Support Specialists, United States Tax Court Practitioners, attorneys and qualified tax and non-tax professionals in U.S. and foreign jurisdictions. Individuals must complete eight (8) tutorials (32units) (maintain a B-minus average) + two (2) final exams + Short Research Paper (SRP).

Each session runs four (4) months and C.T.L. candidates have up until the end of the first year to complete the C.T.L. SRP.

These sessions are led by an IRS Special Enrolled Agent who is also a Pre-Trial Tax Litigation Support Specialist and Associate Professor of Federal Taxation; a Harvard-trained specialist in international relations and Emeritus Professor of Law; a forensic tax accountant who is also a Pre-Trial Tax Litigation Support Specialist; a legal scholar and Wharton-trained expert in international arbitrage; and a tax attorney.


The Certification in Tax Laws  (C.T.L.) Program is a practice-specific certification of the Tax Law Institute. Long known for its competency in federal taxation, the Tax Law Institute awards the C.T.L. under similar professional standards established by the IRS for continuing education of enrolled agents. It is obtained by completing an eight-part program. The C.T.L. is a professional certification comparable to C.F.P.® (Certified Financial Planner). Tax professionals pursue the C.T.L. to gain expertise in a specialized field of taxation. Candidates for the C.T.L. are usually attorneys and IRS Special Enrolled Agents. Most select the C.T.L. Program because of its focus on specific practice areas of domestic and international taxation.


Flag of United States of AmericaThe Certification in Tax Laws has a wider application for tax professionals who wish to understand how and why federal tax laws and regulations are interpreted and applied. It has utility for the attorney who may be called upon to defend a client in a federal tax controversy or United States Tax Court Practitioner who represents taxpayers before the U.S. Tax Court or assists an attorney in an appeal from the U.S. Tax Court. Its utility for the IRS Special Enrolled Agent has more to do with that professionals ability to market his/her skills in a highly specialized field of federal taxation. It is a very powerful tool for the Enrolled Agent when combined with certification as a Pre-Trial Tax Litigation Support Specialist.


International flagsBeyond the scope of domestic tax practice, U.S. and foreign tax attorneys and United States Tax Court Practitioners may be called upon to address international tax matters challenged by the IRS. Attorneys may become involved in matters concerning tax regulations across borders. Whatever the interest, our region-specific C.T.L. program focus attorneys and tax professionals on tax codes of trading nations and tax treaty partners.


Our C.T.L. Program covers domestic and regional rules and regulations, the knowledge of which facilitates good tax practice in the U.S., PR China, Canada, Europe, Middle East, Mexico-Latin America, Asia-Pacific, Caribbean region, and Africa. We service U.S. and foreign attorneys and tax professionals. Our tutorials provide solid training to develop, support and upgrade a tax practice or extend clients to cross-border markets.
